Overview

The Planning Board is comprised of seven members who are residents of Yonkers, one of whom serves as the chairperson. Planning Board members are appointed by the Mayor, subject to approval by the City Council, and serve as unpaid volunteer municipal officials. The Planning Board schedules work session meetings and site visits as necessary. Electronic copies of application materials submitted to the Planning Board are available for public access on the City of Yonkers Planning Board Portal

The Planning Board studies and votes on applications for Site Plans (commercial and residential developments), Special Use Permits, and Subdivisions in accordance with the SEQRA – the New York State Environmental Quality Review Act. The Board also participates in official map changes, zoning map, and text amendments, as well as modifications to existing master plans and urban renewal area plans. The Board may also issue advisory opinions on other issues that are referred to it.

Site Plan Review

The purpose of the site plan review is to ensure that development in Yonkers exceeds the minimum requirements of local law. Applicants are required to take the application guidelines as a starting point and to provide as much thoughtful information as is needed to explain all facets of a project to the Planning Board. Site plan procedures and design guidelines are fully explained in Article IX of the Yonkers Zoning Ordinance.

All planning board applications must be submitted using the online portal. Planning Board submissions are due 15 business days (or 3 weeks) before the scheduled meeting date.

The Yonkers Planning Department has partnered with MuniCollab, a digital platform to modernize its land use review operations. The City of Yonkers Planning Board is accepting applications through the MuniCollab portal. The new system digitizes the entire land use review lifecycle, from initial application submission through final decision-making, while ensuring complete transparency and record-keeping throughout the process.
