After a day of ballot counting following the system-wide breakdown on Election Day, election officials working in Ardsley had reported results for fewer than 15% of the election districts voting in two closely watched Yonkers races for county legislator as of 10:10 pm Wednesday.
Kisha Skipper leads incumbent James Nolan by 999 votes in the race for Westchester County Legislature District 15, while Wilson Terrero holds a commanding lead over Leslye Oquendo-Thomas in District 17, according to unofficial election results released by the Westchester County Board of Elections.
But most Election Day ballots in both races have yet to be counted. The ballots could not be scanned at polling places on Tuesday because of an equipment failure, and the Board of Elections is counting them at its facility in Ardsley.
In District 15, which includes portions of Yonkers and Eastchester, Skipper, running on the Democratic and Working Families Party lines, has received 4,952 votes to 3,953 for Nolan, the Republican and Conservative candidate.
The returns reveal a sharp difference between early voting and Election Day voting. Skipper received nearly 60% of the votes cast for the two candidates during early voting, while Nolan has captured 61% of the two-candidate Election Day vote counted so far.
Only 10 of the district’s 74 election districts have reported any Election Day results. Of the 64 that have not, 57 are in Yonkers and seven are in Eastchester. Whether Skipper holds on depends on whether Nolan’s Election Day edge continues in those districts.
In District 17, which lies entirely within Yonkers, Terrero, the Democratic candidate, leads Oquendo-Thomas, running on the Working Families Party line, 2,177 to 896.
Unlike the District 15 contest, Terrero’s advantage extends across voting methods. He has received approximately 68% of the two-candidate early vote and 69% of the two-candidate Election Day vote reported so far.
Election Day returns have been reported from only four of District 17’s 49 election districts.
The Board’s website lists all election districts in both races as reporting, but that figure reflects early voting and absentee ballots. Most Election Day ballots had not yet been added. Neither race can be considered final on the basis of the available returns.
