As election officials prepare for a third day of scanning ballots cast after voting machines malfunctioned on Election Day, the race for County Legislator in the 15th District between Republican incumbent James Nolan and Democratic challenger Kisha D. Skipper continues to tighten.
Voting in the district surged by well over 30%.
As of 11:26 p.m. Thursday, Skipper led Nolan by 536 votes, with 51.52% of the vote to Nolan’s 48.39%, according to results reported by the Westchester County Board of Elections. A total of 17,046 votes had been reported, but the count is far from complete.
District 15 encompasses portions of Yonkers, Eastchester, and Bronxville and includes 74 election districts. According to the Board of Elections’ reported results, Election Day votes from 21 Yonkers election districts appear to remain unreported. In those districts, Skipper received 1,332 early and absentee votes, compared with 864 for Nolan.
One thing is already clear: Voter turnout has surged compared with the last two elections for this seat.
The reported numbers show a major increase in voter turnout. When Nolan was first elected in 2021, approximately 10,700 votes were cast. That number increased to approximately 12,750 when he won reelection in 2023. This year, more than 17,000 votes have already been reported—an increase of more than 33% over 2023—with additional ballots still outstanding.
The exact number of uncounted ballots remains uncertain, but it is conceivable that more than 2,000 votes have yet to be included in the results.
Election Day votes reported so far have favored Nolan, helping him narrow Skipper’s lead. Whether enough votes remain for Nolan to erase the 536-vote deficit is still an open question.
