As counting of late-arriving mail-in ballots and other special-case votes continued, the Westchester Board of Elections reports that Wilson A. Terrero now leads Leslye A. Oquendo-Thomas by one vote, 942 to 941, in the face for the Westchester legislate Dist. 17 seat. The count ends tomorrow, with the expcted recount to begin right after. Deadline for certification is July 6.
