With almost all votes now counted, Democrat challenger Kisha Skipper received 10,646 votes (50.6%) to Republican incumbent James Nolan’s 10,386 (49.4%) in Westchester County Legislative District 15, a margin of just 260 votes, according to unofficial election returns.
Skipper’s lead in Yonkers proved decisive, overcoming Nolan’s advantage in Eastchester.
The results are still unofficial, based on vote totals posted by the Board of Elections. Some election day ballots still need to be counted, and the board reports that affidavit ballots have still not been reported. Late arriving mail ballots also must also be added to the total. The election results were delayed by the Election Day failure of the voting machine system, which required the county to transport uncounted ballots to a central location, where the paper ballots were counted in machines with corrected programming. Election observers from both major political parties monitored the prcoess.
Nolan issued a statement refusing to concede, alleging that the vote was “stolen.” He stated: “I am NOT conceding this election. All available legal options are being considered, and I intend to pursue every appropriate avenue to ensure that every lawful vote was counted and every voter had a fair opportunity to participate.”
